Under the proposed executive budget, Olean would get a 3.61 percent increase in total state aid. Remember, state aid to schools is a complicated formula. Some formula factors are based on enrollment and attendance in things like BOCES and special education. Some aid is based on construction and transportation costs. Some aid tries to recognize the difference in high-wealth and low-wealth districts, or the fact that a county might have a whole bunch of tax-exempt property.
